In the cabinet meeting led by Chief Minister Hemant Soren on 18th February, total 12 proposals were approved. The Hemant Government has decided to give special exemptions to Jharkhand’s Micro, Small, and Medium Enterprises (MSME). The Cabinet has approved the formation of the Special Exemption Bill 2025 for MSMEs. Additional Chief Secretary of the department, Rajeev Ranjan, provided details of the decisions. Below are the key decisions taken by the Cabinet:
1. Jharkhand Micro, Small, and Medium Enterprises (MSME) Special Incentive Bill-2025: Approval given for the formation of the Jharkhand MSME Special Incentive Bill-2025. Now, new MSME units in Jharkhand will be exempted from trade license requirements for three years to encourage new businesses.
2. Asset and Liability Division between BSIDC and BSEDCL: The Cabinet approved the division of assets and liabilities between the Bihar State Industrial Development Corporation (BSIDC) and the Bihar State Electronics Development Corporation Limited (BSEDCL).
3. Rejection of Review Application: The application for reconsideration of the penalty imposed through departmental resolution no. 488 dated 21st February, 2024, submitted by Sunil Kumar, former Deputy Director of the Land Conservation Research Center, Demotand, Hazaribagh, was rejected.
4. Payment of Service Benefits to Dependent of Late Rajesh Kumar: Approval was granted for the payment of service benefits to the dependent of the late Rajesh Kumar, former Deputy Commandant of the 84th Battalion, Border Security Force, who was on deputation with the Jharkhand Jaguar (STF).
5. Amendment to Jharkhand Anganwadi Sevika/Sahayika Selection and Honorarium Rules, 2022: The Cabinet approved amendments to the Jharkhand Anganwadi Sevika/Sahayika Selection and Honorarium (including other conditions) Rules, 2022 (as amended).
6. Increase in Dearness Allowance for State Government Employees: Approval was granted for an increase in the Dearness Allowance (DA) rates for state Government employees under the unrevised pay scale (6th Central Pay Scale) effective from 1st July, 2024.
7. Jharkhand Factory (Amendment) Rules, 2023: The Cabinet approved the proposal for the Jharkhand Factory (Amendment) Rules, 2023. Now, Women workers in factories will now be allowed to work from 7 PM to 6 AM as per her consent under the new policy.
9. MoU with Maruti Suzuki India Limited: Approval was granted for signing a Memorandum of Understanding (MoU) with Maruti Suzuki India Limited, Corporate Office, Plot No. 01, Nelson Mandela Road, Vasant Kunj, New Delhi, under Corporate Social Responsibility (CSR) to provide the latest technical knowledge in Automobile Manufacturing Trades at selected government industrial training institutes in the state.
9. Amendment to the Factories Act, 1948: The Cabinet approved the Jharkhand Factories (Amendment) Bill, 2024, to amend the Central Act No. 63 of the Factories Act, 1948, in compliance with the Business Reforms Action Plan prepared by the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Government of India, under the “Ease of Doing Business” initiative.
10. Regularization of Services in Compliance with High Court Order: Approval was granted for the regularization of services of the petitioners in compliance with the order passed by the Jharkhand High Court in WP (S) No. 3600/2021 (Prem Kumar Singh & Others) dated September 20, 2022, and the subsequent contempt order no. 147/2023.
