The Central Industrial Security Force (CISF) has prepared a fresh security plan for Bharat Coking Coal Limited (BCCL), Dhanbad, and SAIL’s Bokaro Steel Plant (BSL), with around 500 additional personnel planned for deployment in coal-sector units. The move followed a review by CISF Director General Praveer Ranjan with senior officials of BCCL and BSL.
More Personnel for Coal Sector Security
During his visit to BCCL Dhanbad and BSL Bokaro, Ranjan held meetings with BCCL CMD Manoj Kumar Agarwal and BSL Director in Charge Priya Ranjan. The discussions focused on present security concerns as well as challenges that may emerge in the future. The planned deployment of 500 additional CISF personnel is aimed at strengthening security at coal-sector installations and checking coal theft and illegal transportation.

The new approach will also rely on technology for surveillance. Drone systems and GPS enabled equipment are planned for regular monitoring of mines and other sensitive locations. The CISF has already been using drone surveillance and surprise operations in coal-producing areas of Jharkhand and neighbouring West Bengal as part of its efforts to prevent coal pilferage.
Joint Action Against Theft and Illegal Mining
The security plan calls for closer coordination between CISF, BCCL, SAIL and local police. Regular surprise inspections and special drives are proposed at suspected locations and in nearby rural areas, with action for seizure of government property wherever required. At coal units including BCCL Dhanbad and CCL Kargali, CISF will also pursue cases related to coal theft and smuggling under the Mines and Minerals (Development and Regulation) Act.

DG Heard Concerns of CISF Personnel
This was Praveer Ranjan’s first visit to the BCCL Dhanbad and BSL Bokaro units after taking charge as CISF DG. He was given a Guard of Honour and later addressed Sainik Sammelans at both locations. He heard the concerns of CISF personnel and asked them to maintain a high level of alertness, discipline and professional efficiency while carrying out their security duties. The CISF has separately said its wider review of coal-producing areas in Jharkhand and West Bengal is aimed at preventing coal leakage and strengthening field operations.
